The only issue is that in cached mode the secondary mailbox that it has permissions to view shows all it's folders but when clicking on the folders it shows no content.Clicking Update Folder brings the emails down but there are too many folders to do this one by one. If not in cached mode I can see all the emails in every folder.

When you update an Offline Address Book on the Exchange server via the Exchange Management Console or the Exchange Management Shell, one would suspect that updating the Outlook client after that would directly get you this fully up-to-date copy. After the OAB gets updated on Exchange, it still needs to distributed to the web services first, even in a single server environment.
